U.S. Department of State Releases First-Ever Demographic Baseline Report

Today, the Secretary’s Office of Diversity and Inclusion (S/ODI) released the first two years of data from the Department’s newly established Demographic Baseline Report (DBR). Designed to be updated annually, this report provides a bureau-by-bureau description of the Department’s workforce data – broken down by race, ethnicity, sex, disability, grade/rank, and job series/skill codes.  The DBR includes Census Data and data from the U.S. Department of Labor statistics describing who is available to be hired in job series skill codes for the Civil Service and Foreign Service.  The data allows the Department to assess whether its workforce reflects the rich diversity of our nation.  The data is also used to examine if there are potential anomalies that may be indicative of a barrier to equal employment opportunity. This report further supports the Biden-Harris Administration’s government-wide initiative to position the Federal government as a model employer and advance diversity, equity, inclusion, and accessibility (DEIA) across the Federal workforce, as directed by Executive Order 14035, and in the National Security and Foreign Policy Workforce, as directed by National Security Memorandum-3.

Conducting diplomacy that serves the interests and honors the values of the American people requires a Department of State that reflects the full diversity of America. The available DBR data show that while parts of our workforce reflect that diversity, we still need to make progress. Our diversity is one of our great national strengths and a comparative advantage for our engagement and leadership in a world that has always been diverse. Advancing DEIA in our workplace is a national security imperative and the best way to ensure that the United States is in the best possible position to handle the challenges — and opportunities — of the 21st Century.

The dataset for the DBR represents all full-time, permanent, direct-hire Civil Service and Foreign Service employees as of September 30, 2022.  Other staff are not included in this report.

By transparently sharing the workforce data with employees, Congress, and the public, the Department demonstrates its commitment to holding itself accountable for creating an environment where all employees have equal opportunity to reach their full potential and contribute to protecting and promoting U.S. national security interests.
